Unable to connect to internet

Quick Summary: can't connect to internet but everything else works fine. most likely registry problem after using CCleaner. can't get into safe mode (gives only options to select device to boot up windows when F8 is hit). registry backup will not load in normal mode (states it cant import b/c keys are open by system or other process).

Everything was going fine when I decided to clean the registry with CCleaner version 1.39.502. I backed up the registry via the CCleaner backup utility. I cleaned the internet cache and the registry. It stated that there were 449 errors in the registry and that removing them would free up a total of 441 mb of space. I found that odd, but for whatever dumb reason, I continued on. CCleaner "fixed" all of the errors.

I was calculating how much hard drive space I had and found.

Everything under "add and remove programs" except windows update, Roxio and Bluetooth software

Add & remove programs added up to - 1.01GB
Roxio and Bluetooth probably use- 2GB (I'm guessing because windows didn't specify)
Windows update- 4GB (I'm guessing again because windows didn't specify)

Documents- 1.12GB
P2P program- 7.583GB
P2P Downloads in Progress- 17GB (when completed)
Music- 415MB
Pictures- 2MB
Desktop- 202MB
Total=39.72GB

My total Hard drive=80GB

Running CCleaner as Admin

I try to run CCleaner as administrator and even check the administator box in the compatibility tabs in Properties...but the damn UAC dialogue still comes up.

I thought while logged in as admin, the user can turn of the UAC on a per program basis using the above solution? It is getting damn frustrating because
CCleaner is not cleaning the registry right, and the dial-a-fix is only for XP etc., it will run in Compatibility mode...but it doesn't solve the problem.

No response on this from the CCleaner forums.

Home Preimum, new HP M7750N computer, 2 gigs mem, AMD dual core, Nivida 6150LE motherboard graphics (yea, I know, but i got the latest "HP Approved drivers" for it just a couple of weeks ago).

Problem: intermittent "___________ has a problem and needs to close/ Windows is searching for a answer/ Can't find the answer/ Closing program (You know the drill). This happens probably 10-20% of the time with:
Windows Explorer itself (has to restart out of the blue when clicking on just about any icon).
Internet Explorer (get this about 30% of the time. It goes thru the messages, closes down, then re-opens, works ok, but some menu items like Delete Browsing History dont' work).

I use Ccleaner everyday just to get rid of any junk files and for the past week it has been finding the same 32 problems in the registry. Everyday I remove them but they are back the next day, I tried to copy and paste all of the things it was...
