Removeable USB devices are not working

Hi all,

I've installed Vista on my TravelMate notebook. When an USB storage device is plugged in and I try to open the folder to view the content, there's a message error; Unable to acces the folder. I downloaded the latest USB drivers from Intel website, but no result. It looks like it's something with the user permissions, but one more strange thing is there - if I plug in the USB device when the notebook is powered off and then I turn it on, the storage device is accessible. However, after it's removed and plugged in next time, it's again inaccessible.

Any ideas?

Why would USB device prevent a reboot of Vista?

I own a Hewlett-Packard dv6040us laptop, which I purchased in September 2006. Earlier this year, in late February 2007, I upgraded the OS to Windows Vista Ultimate.
