adding to favorites

to start the system spec dont matter, as this is hapaning on two different systems.
that said here the question as anyone been having adding to the favorites or bookmarks with vista ultmate and ie 7
its gets something like

unable to create (name the link)
unspecified error.

what is causing this.

When I try ro run system restore an error comes up that says "an unspecified error occurred during system restore" and none of the files were restored. Anyone have any idea why this happened and a solution? Thanks your all the best!!!
