help with Functions menu on Toshiba

Hi,
Im running vista on a Toshiba Satellite A100. For a short time i had a slick drop down menu from the top of the desktop screen with various function buttons like mute, etc. It has since disappeared and i cant get it back. I haven't been able to find anything on this from Toshiba or Vista. If anyone knows that would be great. Thanks

I received in the mail today a slick, professionally produced booklet from Student Life. The booklet promotes the summer camps they are holding across the United States. I know nothing about this group. As far as I can remember this is the first piece of literature I have received from them.
