Vista OEM Serial Code UK?

I need to do a clean install of Vista, My HD broke and i had to get a new one, So im here now requesting help from my laptop!

I read somewhere i cant use my OEM code again, And i DO NOT want to buy another copy and dont want to install XP!

I read somewhere i can call someone to get a new key but im asuming that people were talking about USA and not the UK.

ALSO on another note, My laptop has Vista on it and i needed to do a restore and after that restore all programs installed on my laptop dont show up in the "Remove Programs" area, How can i fix that? Th

I have Microsoft Windows ME 4.90.3000 on my PC.I have my serial code which is registered to my original disc,I have mislaid the disc & DESPERATELY need to reformat the hard drive.PLEASE CAN YOU TELL ME HOW I REFORMAT MY HARD DRIVE WITHOUT THE DISC?
