Screen does not turn back on + Power setting will not stick

Hi guys, hope someone can help.

First problem I have got is that when my screen turns off for power saving, it will not turn back on, no matter what keys I press or how much I move the mouse. The only way I can get the screen to come back on is by putting the computer to sleep/hibernate and then resume windows - can be annoying.
Second, when I resume from sleep, my computers clock speed is pegged at 600Mhz - only a restart cures this.
Finally, when I change the power settings so that my screen does not turn off so soon, they work for the time the computer is on, but reset themselves after a restart.

Individual Icon Sizing

Is there a way in Vista or some hack of some sorts that would let me change the size of individual icons on my desktop so that I can have some big icons and a few smaller icons? I have my icons large for my applications and I want to have some files on my desktop like my resume and things so that they're easily accessible but I don't want to have them be huge so I just want some smaller icons, is that possible?

Why should I use Vista? Why not upgrade to Linux?
