The license does, but you have to add languages to get the GUI in your chosen language. For Vista Ultimate, at least, this is freely downloadable on Windows Update.

Hi all,
My flatmate is from Africa and has installed his copy of Vista with a language that no one else in the flat can understand. We now want to change the base language to English but it does not seem to be listed in the languages for 'local settings' etc. Can anyone guide me through how to get a language pack installed or some such to change it all to English? Thanks.
