change icons

Font and Text Size Help

I recently upgraded my Dell M1210 laptop to Vista and even with XP I had to do a lot of tweaking to get the screen acceptable to my aging eyes, now I'm having a great deal of difficulty learning how to tweak all the things I had done in XP to make everything on the screen readable.

I've used the dell quickset to change the size of the icons and toolbars, but now the toolbars are huge and so are the icons.
Oh and yes, I've gone to view and changed text size, plus I've done the accessibility ignore font size on specific webpages. I tried changing the resolution to 120 dpi but whewee everything became so fuzzy it was horrible.

In the folder options menu in XP, the third tab used to allow you to change the file icons for each file type. In Vista this tab has disappeared. Where is this menu now?
